Silver Sable's Wild Pack has been in existance since World War II when her father ran the group. the main MO was to take care of Nazis, which still stands today. They will do any case that involves Hydra and the like for absolutely free. When Silver got control of the Wild Pack after her father's supposed death, she built it up into an international corporation. And within the bounds of her own country, Symkaria, the Wild Pack is quite legal since it is what brings in money for the entire country. Also, Silver Sable International tries to work within the laws of a given country as well as alongside legal law agencies, as it wouldn't be cool to have to collect the price on your own head.
