Absolutely. Hoshi is pissed that Dee got the Pegasus XO job instead of him, at least, in fic ;) I have a suspicion it started in A Lot to Live Up To (http://lls-mutant.livejournal.com/238772.html). I used to post it with an icon with Dee and Hoshi back to back that said "Rivals", which was very true for this fic. Hoshi was pissed that the early 20's NCO from Galactica that was sleeping with the current commander got promoted past him- the lieutenant who had been working in the Pegasus CIC for years. (Which, while the decision to make Dee the XO made total sense in terms of casting and "who the hell do we KNOW" on the show and Adama's favoritism and Dee generally being awesome, Hoshi frankly has a point.)
I have read every Gaeta/Hoshi fic I can find, and never seen Dee written as jealous of Hoshi at all, or vice versa. Although, if I missed one, point me that way!!! :)
