Ooh! Ooh! Firefly question! I know this!

As others have mentioned, we only ever get one actual mention of Jayne's mother. The fact that Jayne, a relatively low-rent thug, sends money home argues that the family are poor, which is born out by the rough wooden box and straw packaging that are around the hat. (I love those little details that flesh things out.)

There are a couple of other things that give hints. In the pilot, Jayne sheepishly bows his head when Book prays before a meal, bathes and puts on his best shirt to go whoring in 'Heart of Gold', and takes off his cunning hat in honour of the dead in 'The Message'. Jayne may be a crook now, but his mama clearly raised him some variety of right before he went bad.
