gah. Am at work, but iirc, it goes like this: the mechanized cylons were trying to understand humanity, so stole a lot of bodies just before they died in, like, airline/space accidents and such. Then they brought these people back to life, but kinda half-cylony hybrid.
This was prior to the human-forms we've got now, so these early models were... not copies of each other, but copies/clones of humans with all of their memories, but also some implanted cylony stuff.
It makes sense that Tigh is one of these--he's got his memories of the war, and unless they were very good, I don't think they could have, say, faked his service record AND long-standing association with Adama.
this has long been one of my problems with the show: how can anyone over the age of about 20 be a Cylon, let alone someone with a long service record or someone famous? Adama, for example. How could they have (a) replaced the original without someone knowing he was gone and/or (b) made him up out of whole cloth and managed to get him promoted to admiral?
So it's good that there's some explanation somewhere.
It's a kinda wanky, comicbooky (hahah) explanation, but, yeah. (god knows when will find out how the completely robotic and computer-logic-driven Cylons decided to build their own humans in the first place)
